In 2015, Nation of Islam leader Louis Farrakhan organized a "Justice or Else" rally on the grounds of the Capitol in Washington, DC to mark the 20th anniversary of the Million Man March. A month before the rally, Mr. Farrakhan was interviewed by Roland Martin,NewsOne Now’s Roland Martin. In the wake of the police shooting of Michael Brown in Ferguson, Missouri the year before, Mr. Farrakhan <a href="http://www.finalcall.com/artman/publish/National_News_2/article_102600.shtml">called</a> for "10,000 Fearless Men" to help end violence in the black community, by going "into Black neighborhoods [to] stand between Black people aiming guns at other Black people." However, Mr. Martin told Mr. Farrakhan that "a number of conservative sites are suggesting that you are calling for the killing of police[.]" In his lengthy and rather rambling answer, Mr. Farrakhan clearly went beyond the pacifist-like mission he seemed to be describing earlier:</div>

"Yes, white folks jumped all over that and said Farrakhan is calling for 10,000 fearless black men to go out and kill white people. Now I'm passionate, but I'm not stupid. This is a well-armed country. 350 million guns among the American people. How many black people are allowed to have guns legally? And most of the guns in the inner-city are illegal. You know and I know and black people know that white policemen kill us, the prosecutors are liars, the judges are liars, the forensics specialists... all are conspiratorial in getting a white people off. We're asking for 10,000, but you got to accept to be trained by the Nation of Islam and the fruit of Islam so that we can teach you how to be with your people. We are not killers of our people. No Nation of Islam member carries a weapon. We don't believe in the carnal weapons of this world. However, we have to be trained to go into our community with the love that we have for our own people and stand in the gap. But I tell you brother Roland, when we go in our community to stand in the gap you will find there are rogue policeman that suck the life out of our community. Now the police department, you know this, and if you don't know it, you will know it, because all the rogue cops want to be in the black community. Darren Wilson didn't want to be in the white community, policing white people. He wanted to be in the black community where the action is. In 2013 when then-newly elected President Hassan Rouhani came to New York to speak to the United Nations General Assembly, he held a private dinner and time of discussion at the One UN Hotel in Manhattan where the Iranian delegation was staying. On Friday, February 9, 2018, the Wall Street Journal published my commentary entitled "<a href="https://www.wsj.com/articles/keith-ellison-louis-farrakhan-and-iran-1518135273">Keith Ellison, Louis Farrakhan and Iran</a>," a follow-up to the prior week's "<a href="https://www.wsj.com/articles/the-dems-farrakhan-problem-1517270636">The Dems’ Farrakhan Problem</a>." My new piece revealed that the 2013 event, previously <a href="http://www.foxnews.com/world/2013/09/25/farrakhan-new-black-panthers-attend-un-party-hosted-by-iranians.html">reported</a> as a gathering of US Muslim leaders, including Nation of Islam head Louis Farrakhan, also included Rep. Keith Ellison (M-MN), Rep. Gregory Meeks (D-NY), <strike>and Rep. Andre Carson</strike> (D-IN).<br />
In attempting to debunk the story Saturday, the Iranian government Saturday inadvertently confirmed it. The Fars News agency <a href="http://en.farsnews.com/newstext.aspx?nn=13961121000951">reported</a> that Iranian Vice-President for Communications and Information Parviz Esmayeeli denied that Rouhani meet with the congressman. But the evidence provided by Esmayeeli not only shows that Ellison and Meeks were present, but added the detail that Ellison and Farrakhan sat nearly directly across from one another, facing one another during the event.</div>

The first two letters are unclear, but the rest of the portion of the card that is visible reads "Rep Keit", the remainder having been cut out of the photo. The place card is obviously that of Rep. Keith Ellison, matching his position in the other photos.</div>

It is unclear at this point who took these photos and whether more than one person was involved. I contacted Askia Muhammad, the photographer who took the picture of then-Senator Barack Obama and Louis Farrakhan that was suppressed for 13 years before being released last month. Muhammad told me, " I did attend two New York dinners on successive years when President Rouhani spoke at the U.N. Minister Farrakhan attended one meeting. I never saw Keith Ellison at either of those events." Muhammad did not say which years he attended. Rouhani has addressed the UN in New York each of the five years he has served as Iran's president (2013-2017.)<br />
As of Saturday evening, Rep. Meeks is the only congressman to have responded. As I mentioned in the Journal, Meeks's press secretary, when asked if Rep. Meeks wished to respond to my request for details of the meeting replied via email, "We do not. Thanks."<br />
Now that the Iranian government has <a href="http://en.farsnews.com/newstext.aspx?nn=13961121000951">weighed</a> in with a risible denial, additional questions must be asked. Why is the Iranian government so anxious to deny meeting with the congressmen in question? Why are the congressmen avoiding questions about the meeting? <strike>Was Andre Carson indeed present as The Final Call and the Islamic House of Wisdom reported?</strike> What was discussed at the meeting? Is video of the meeting available? Did the congressmen and Louis Farrakhan interact with each other at the meeting?<br />
Finally, will the Democratic Party finally demand that its members make a clear and public break with a man that even the Southern Poverty Law Center calls a <a href="https://www.splcenter.org/fighting-hate/extremist-files/individual/louis-farrakhan">Black Separatist</a> and leader of a <a href="https://www.splcenter.org/fighting-hate/extremist-files/group/nation-islam">group</a> that, in Ellison's <a href="https://medium.com/@ellisonforcongress/listening-more-talking-less-2bb36e171dca">own words</a>, spreads "hatred and division, including, anti-Semitism[.]"? Will this be the final straw?</div>

"PrEP" is a medication regimen that, according to the LGBT Center, can "reduce the risk of HIV infection by up to 99 percent," if used correctly.<br />
The campaign plans to use community events, targeted ads, a “Paint the Town Blue” partnership with West Hollywood and Hollywood bar, a "Banjee Ball" sponsorship (a "vogue dance and runway event with live music performances"), and even an Andrew Christian-designed “Fearless F*cker” t-shirt on sale at the designer's flagship store in West Hollywood with sales benefiting the PrEP center.<br />

In 2015, $350,000 <a href="https://www.cdc.gov/hiv/pdf/funding/announcements/ps15-1502/cdc-hiv-ps15-1502-funding--by-state-and-grantee.pdf">was awarded</a> to the LA LGBT Center by the Centers for Disease Control (CDC) for a "high impact HIV prevention project." When asked if CDC funds were being used for the current campaign, a CDC spokesperson said after a delay of a few days that "it takes a little time to untangle the various federal funding streams," but finally replied that the "CDC has confirmed with the LA LGBT Center that non-CDC funding was used for the PrEP awareness campaign."<br />
When asked how the $350,000 grant <i>was</i> used, the CDC said that the funds went towards "HIV testing – including recruitment, outreach, linkage to care, navigation services and essential support services, ARTAS – which is an Antiretroviral Linkage to Care management intervention, Every Dose Every Day – a medicine adherence intervention for HIV positive persons, and Mpowerment – a community level behavior intervention for high-risk HIV-negative persons."<br />
After initially responding to an email, a LA LGBT Center spokesperson did not reply to follow up inquiries about the source of the current campaign funding or how the $350,000 grant awarded from 2015 was used.<br />
In the <a href="https://www.usaspending.gov/transparency/Pages/RecipientProfile.aspx?DUNSNumber=077235034&FiscalYear=2016">past</a> <a href="https://www.usaspending.gov/transparency/Pages/RecipientProfile.aspx?DUNSNumber=077235034&FiscalYear=2015">three</a> <a href="https://www.usaspending.gov/transparency/Pages/RecipientProfile.aspx?DUNSNumber=077235034&FiscalYear=2014">years</a> alone, the LA LGBT Center has received over $13 million in federal grants and contracts, much of the money through HHS, but also from Housing and Urban Development and the Justice Department, among others. The Center has <a href="https://www.usaspending.gov/transparency/Pages/RecipientProfile.aspx?DUNSNumber=077235034">already received</a> more than half a million dollars in fiscal year 2017 from Department of Health and Human Services (HHS) related to a 2013 Obamacare-related award. According to its <a href="http://files.lalgbtcenter.org/pdf/annual-reports/Los-Angeles-LGBT-Center-2015-Annual-Report.pdf">annual report</a>, the LA LGBT Center is largely funded through private and corporate donations (including Wells Fargo and Toyota), but also a variety of federal and state grants.<br />
Other HHS funds in the past have been awarded to the LA LGBT Center for:<br />

<li>Child Welfare Research Training or Demonstration</li>
<li>Outpatient Early Intervention Services with Respect to HIV Disease</li>
<li>Transitional Living for Homeless Youth</li>

The Center calls its message "sex-positive" with "raw, real language to get people’s attention and spur conversation. </div>

Those at risk have to know about the tools, though, and they need honest information about them,” said Center Chief of Staff Darrel Cummings. “Our campaign provides the truth about PrEP, the information and support to help people get a prescription, and a reminder that condoms are necessary to prevent other sexually transmitted diseases.”</blockquote>

Now Obamacare's flagship website, Healthcare.gov, no longer even addresses the issue.<br />
Ironically, the section in question was the first public (if indirect) admission by the Obama administration that the president's promise was less than a "guarantee." As THE WEEKLY STANDARD <a href="http://www.weeklystandard.com/hhs-admits-you-might-inoti-be-able-to-keep-your-doctor-under-obamacare/article/740093">first reported</a> in July 2013, the website told consumers that they "may be able to keep your current doctor," in contrast to the president's unequivocal statement: "Here is a guarantee that I've made.If you have insurance that you like, then you will be able to keep that insurance. If you've got a doctor that you like, you will be able to keep your doctor."<br />

A state department official confirmed to THE WEEKLY STANDARD via email that the payment occurred before March 17, and President Obama, while <a href="http://www.realclearpolitics.com/video/2016/08/04/obama_wsj_manufacturing_outrage_iran_cash_only_a_story_because_it_sounds_like_a_crime_novel.html">addressing</a> the initial $400 million payment, acknowledged on August 4 that payments to Iran must be made in cash because "we don't have a banking relationships with Iran... We could not wire the money."<br />
Until last week, the Obama administration would not even confirm that the $1.3 billion balance had been paid. However, once the <a href="http://www.wsj.com/articles/u-s-sent-cash-to-iran-as-americans-were-freed-1470181874">Wall Street Journal</a> broke the story that the <a href="http://www.weeklystandard.com/2015-flashback-state-claimed-no-big-suitcase-full-of-cash-in-iran-deal/article/2003652">initial $400 million cash</a> payment had coincided with the release of five American detainees by Iran, more details were revealed. But the State Department continued to decline to provide the "tick-tock" on the payment schedule.<br />
As it turns out, the State Department had already revealed back on March 17 that the $1.3 billion payment had been made at that time. On February 4, Rep. Ed Royce, chairman of the House Foreign Affairs Committee, wrote a letter to Secretary of State John Kerry demanding a detailed explanation of the entire $1.7 billion agreement including the timing of payments.<br />
On <a href="https://foreignaffairs.house.gov/wp-content/uploads/2016/08/03.17.16-DOS-Response-Concerns-re-1.7-Billion-Payout-to-Iran.pdf">March 17</a>, Julia Frifield, Assistant Secretary of State for Legislative Affairs, replied to Royce's letter (a month after Royce's requested deadline.) Frifield wrote, "Iran received the balance of $400 million in the Trust Fund as well as roughly $1.3 billion representing a compromise on the interest.”<br />
Monday, a state department official responded to THE WEEKLY STANDARD via email, saying "I can confirm that the payment was made before Assistant Secretary Frifield’s letter on March 17, 2016, in which she said the payment had been made."<br />
Though the official would not confirm the "mechanics" of the payment, the August 4 statement of President Obama leaves no other alternative than that the $1.3 billion was also paid in cash.<br />
Assistant Julia Frifield also wrote in her March 17 latter that “[t]he payment for the compromise that was reached on interest, of approximately $1.3 billion, has been provided out of the Judgment Fund.” A search of the Treasury Department's Judgment Fund <a href="https://jfund.fms.treas.gov/jfradSearchWeb/JFPymtSearchAction.do">website</a>, however, lists no such payment. The Treasury Department had not yet responded to a request for an explanation of the missing information.<br />

The cash came not from sanctions relief, but from the settlement of a decades-old dispute over cancelled arms shipments in the 1970s. The Journal says the money was delivered via cargo plane:<br />

Wooden pallets stacked with euros, Swiss francs and other currencies were flown into Iran on an unmarked cargo plane, according to these officials. The U.S. procured the money from the central banks of the Netherlands and Switzerland, they said.</blockquote>
Although the administration announced the settlement at the time, <a href="http://www.state.gov/secretary/remarks/2016/01/251345.htm">including</a> the amount of $400 million, the timing and details of the delivery were not publicly revealed until now. In fact, the administration downplayed the immediate benefits that Iran would enjoy. When the state department was pushing for the Iran deal in September 2015, a state official <a href="http://www.state.gov/r/pa/prs/ps/2015/09/247017.htm">pooh-poohed </a>the idea that Iran would get a "big suitcase full of cash":<br />

[T]here’s a common misperception that on implementation day a big suitcase full of cash shows up in Tehran and all of a sudden they have all this money, which I think is really – does a disservice to what actually is going to happen.</blockquote>

Just days before the deal was implemented, state department spokesman John Kirby <a href="http://www.state.gov/r/pa/prs/dpb/2016/01/251272.htm">remarked</a> that "nobody is handing [Iran] some sort of windfall of cash", though he was specifically addressing sanctions relief and not the arms dispute settlement. Administration officials on a <a href="https://www.whitehouse.gov/the-press-office/2016/01/17/press-call-senior-administration-officials-iran">conference call</a> on January 17 also skirted the issue of the cash delivery when describing the timing of the Iran deal, the dispute settlement, and the Americans' release.</div>

The number of strikes each day has ranged from just a few to as many as several dozen. However, the daily press releases also include the following statement: "Ground-based artillery fired in counter-fire or in fire support to maneuver roles are not classified as a strike as defined by CJTF-OIR."<br />
While CENTCOM gives detailed reports on the number of airstrikes, intended targets (fighting positions, IEDs, warehouses, mortar positions, erc.), and the apparent success or failure of strikes, CENTCOM does not provide details on strikes involving ground-based artillery.<br />
When questioned about the frequency of such actions and the conditions under which they take place, a CENTCOM press official replied that CENTCOM does not provide such information because the "use of ground-based artillery for counter-fire and support to maneuver forces reflects the conditions on the battlefield" and too much "detail could potentially provide useful information to the enemy."<br />
To give an idea of the ground-based activity, however, the CENTCOM official did say that in the thirty days preceding June 13, "[c]oalition artillery has fired four times into the city of Fallujah in support of Iraqi Security Forces operations." During the same time, CENTCOM reported no fewer than eighty-one air strikes in and around Fallujah. The Iraqi armed forces <a href="http://www.wsj.com/articles/iraqi-and-coalition-forces-pound-fallujah-1464001174">launched</a> an effort to retake Fallujah from ISIL on May 23 backed by coalition strikes.<br />
CENTCOM did not indicate where the ground-based artillery taking part in the Fallujah operation is located, but in March, the <a href="http://www.militarytimes.com/story/military/2016/03/11/us-artillery-jordan-launches-first-strike-isis/81646504/">Military Times reported</a> that "U.S. troops in Jordan launched a GPS-guided rocket artillery attack into Syria" using a "truck-mounted, guided-missile system with a range of up to 185 miles." Presidential candidate Donald Trump, on the other hand, has virtually been shouting for months, "I'm buck naked, you fools!", and yet the crowd (at least 30-40% of poll respondents, anyway) continues to envision a beautiful Republican Presidential Robe of the Future. Could any serious candidate really <a href="http://www.npr.org/sections/thetwo-way/2016/01/23/464129029/donald-trump-i-could-shoot-somebody-and-i-wouldnt-lose-any-voters">say</a> "I could stand in the middle of Fifth Avenue and shoot somebody, and I wouldn't lose any voters, OK?" and it actually be true?<br />
I've been arguing for <a href="https://twitter.com/JerylBier/status/657231750511349762">months</a> on <a href="https://twitter.com/JerylBier/status/677862996576632835">Twitter</a> that Trump doesn't want to win the Republican nomination, much less be president. Nothing else can account for the deliberately <a href="http://www.msnbc.com/msnbc/donald-trumps-most-surprising-outrageous-and-newsworthy-moments-2015">outrageous</a>, self-destructive behavior he regularly engages in on the "campaign trail", a euphemism in Trump's mind for an extended screen test/contract negotiation. Trump is never happier than when he's on camera being Trump, and what better place to do that than on his own show?<br />
The Apprentice was a triumph for Trump, earning him a reported $213 million dollars over fourteen seasons (granted, Trump is the source of that figure.) Trump will turn seventy in June. Another TV show could carry him well into his eighties and secure the legendary status he desires (after all, what's left after being inducted into the WWE, World Wrestling Entertainment, Hall of Fame?)<br />
Who needs four (or eight) years of constant headaches, having someone else dictate your schedule and itinerary twenty-four hours a day? His <a href="https://twitter.com/realDonaldTrump/status/694879900256354304">tweeted</a> reaction to his Iowa loss ("Ted Cruz didn't win Iowa, he stole it. That is why all of the polls were so wrong and why he got far more votes than anticipated. Bad!") is his last ditch effort to sabotage his chances in New Hampshire and grease the skids for a graceful (?) exit from the race and back to the studio.<br />
The only thing Donald Trump wants less than being elected president of the United States would be the humiliation of being selected as vice president. Trump is a political Peter Pan - he loves being a candidate, but growing up into the adulthood of office-holder would be the equivalent of the-boy-who-wouldn't-grow-up wearing a business suit or punching a clock every day. This is not to say Trump is not disciplined. He's had his share of success and failure and has so far has ended up back on his feet. Sheer force of personality has taken him far. But president? Not even Trump himself wants to go that far.<br />
But a lucrative, long-term TV contract to showcase his larger-than-life ego and personality? Now you're talking. During my break from blogging, my father died. As my banner above indicates, he was the inspiration for Speak With Authority, but he was so much more. Here are some edited excerpts from a biography of dad that was read at his funeral:</div>

Jack Bier was born on September 23, 1926 in Belmar, New Jersey, the youngest of three children. </blockquote>
<blockquote>
As a child, Jack was already a business man and entrepreneur. He planned, constructed and then ran his own penny fairs, taxi service and backyard miniature golf course. Sports played a large part in Jack's life--football, basketball and track. On the basketball court, he was so skinny they called him "Bones Bier." </blockquote>
<blockquote>
At age seventeen he enlisted in the U.S. Army and served overseas toward the end of World War II. He supervised the disarming of German soldiers them to prison camps, camps he was placed in charge of. </blockquote>
<blockquote>
After the war he played football at the University of Pennsylvania and graduated from the Wharton School of Business. He met Doris Miller, a kindergarten teacher, at church. They fell in love and were married in 1948. Early on, Doris became Jill. Jack and Jill wanted a big family and they got it. God blessed them with five boys and a girl. </blockquote>

Jack's career included working for Owens Corning Fiberglas, a position he accepted the day before receiving his acceptance into the FBI! J. Edward Hoover missed out on a good man. Jack's financial training and experience, along with his entrepreneurial spirit and God's direction, led him to start up his own company in 1972. After spending a few years at a large Christian church and school in Memphis, where he resolved a major financial crisis, Jack and his family moved back to New Jersey and launched BAC, Inc. For forty years, Jack served as financial and crisis manager for one church after another, adding many on as regular clients. Today BAC assists dozens of churches across the country. </blockquote>

Jack was always a people person and was greatly loved and respected by those he served. Besides his ministry to Christian schools and churches, Jack wore many hats in his own church. Over a span of more than fifty years at Haddon Heights Baptist Church, Jack was a college age youth advisor, a Sunday School teacher and the superintendent, a deacon, a counselor and a pastoral search committee member. </blockquote>
<blockquote>
Although raised in a Christian home, Jack did not personally receive Jesus Christ as his Savior until 1955, under the preaching of Lehman Strauss. He became a new creation in Christ, putting off old behaviors and ways of thinking and developing new ones. His goals for his family became centered in Kingdom work. </blockquote>
<blockquote>
Jack modeled practical love for Christ over the many years by devoting time and resources to world missions. Jack and Jill frequently hosted missionaries. After their home began to be an empty nest, Jack converted a bedroom into a "prophet's chamber", so that missionaries on furlough always had a place to stay. He was generous in sharing his vacation home with several pastors and their families, as well as with his own children and their families. For thirty-five years his shore house has been a home away from home for children, grandchildren and great-grandchildren. </blockquote>
<blockquote>
In April 1994, Jill, Jack's wife for forty-six years, lost her battle with cancer, and Jack lost the love of his life. But God had planned another love for Jack, and on Veteran's Day 1995 he and Lois Speirs were married. Combining both families, Jack and Lois now have forty-three grandchildren and seventeen great grandchildren, with a few on the way. </blockquote>
<blockquote>
Jack loved songs about heaven and the return of Christ. On October 28, 2015, he was welcomed into the presence of his Savior. "Precious in the sight of the Lord is the death of his saints."</blockquote>
I also made some remarks at the funeral about dad as a father on behalf of the children. I closed with this:<br />

Dad and Mom are now both in heaven with Jesus their Lord and Savior. But the legacy left by them both is immense and unless the Lord returns will likely endure for many decades if not longer. The Bier family name was on thin ice there for a while when the third and last child was born in the 20s to the Biers, a skinny boy from Belmar. But now, not only is the Bier name secure for the foreseeable future, but far more important than a name, Dad Bier’s legacy is secure in an ever growing number of solid homes and families reflecting that legacy, and committed to passing it down to yet another generation.</blockquote>

On September 11 alone, ten guns were found. Out of the 67 firearms found during the week, 56 were loaded and 26 actually had a round chambered, ready to fire. (The TSA did not note the position of safety catches on the weapons.)<br />

The reference is included in a <a href="http://www.centcom.mil/en/news/articles/august-3-military-airstrikes-continue-against-isil-terrorists-in-syria-and">list</a> of targets from the previous day near the Iraqi town of Ramadi: "[T]hree airstrikes struck an ISIL tactical unit and destroyed an ISIL motorcycle, an ISIL drone, four ISIL vehicles and an ISIL resupply truck."<br />
A CENTCOM spokesperson told THE WEEKLY STANDARD that the "remotely piloted aircraft 'RPA' was destroyed on the ground," but that the coalition was unable to confirm whether or not the drone had been armed.<br />
This drone destroyed in Iraq in August was the third ISIL drone targeted to date by Operation Inherent Resolve and the most recent hit since June. The only ISIS drone destroyed so far in Syria was located near Raqqah and was <a href="http://www.centcom.mil/en/news/articles/june-27-inherent-resolve-airstrikes-continue-in-syria-iraq">targeted</a> on June 26th. CENTCOM reported that "five airstrikes struck three ISIL tactical units, destroying five ISIL excavators, an ISIL vehicle and an ISIL remotely piloted aircraft."<br />
The first instance of an ISIS drone being taken out by Operation Inherent Resolve was <a href="http://www.thedailybeast.com/articles/2015/03/18/is-isis-building-a-drone-army.html">reported</a> by the <i>Daily Beast</i> in the spring of 2015 based on a March 18th <a href="http://www.centcom.mil/en/news/articles/march-18-military-airstrikes-continue-against-isil-in-syria-and-iraq">press release</a> from CENTCOM. The <i>Daily Beast</i> quoted military officials as saying that "they believe the drone in question is one of several owned by ISIS but that fighters only recently started seeing them appear on the frontlines." At the time, it was believed the drone's mission was one of surveillance, not attack, and was described by military officials as "something that could be bought commercially."<br />
Although the Daily Beast article was entitled "Is ISIS Building a Drone Army?" and noted that experts have said that "ISIS could convert this kind of technology into something deadly," military officials dismissed the idea: "there [is] a big difference between what ISIS could have purchased off of Amazon.com ... and the Reapers and Predators deployed by coalition forces."<br />
When asked this week if drone use by ISIS was on the rise, a CENTCOM spokesperson told THE WEEKLY STANDARD that "[c]urrently, there is no assessment indicating an increased use of RPA's [remotely piloted aircraft] by ISIL."<br />
